The legal minimum is not determined just by tax law. It is determined by how your personal & business circumstances fit into tax law. Since circumstances can be changed, your tax liability is subject to manipulation. This is completely legal. Judge Learned Hand said “Anyone may so arrange his affairs so that his taxes shall be as low as possible. He is not bound to choose that pattern which best pays the treasury. There is not even a patriotic duty to increase one’s taxes.”
Here is what is interesting about tax law. The tax code is reportedly 77,000 pages long. Add to that RevProcs, IRS Regs, court cases, Private Letter Rulngs, etc., etc. and you end up somewhere around 250,000 to 350,000 pages of tax law that has been steadily growing since 1865. Within that body of law, there are inevitable thousands upon thousands of differences, discrepancies, anomalies and so on and so forth that can be mined for tax savings.
In the final analysis, everyone & every business is taxed differently because of their personal & business circumstances. However, most practitioners just fill out your tax forms and don’t take advantage of everything the tax law has to offer.
The only way you know when you’ve reached the legal minimum is when you can’t cut any further.
